   Corrupt mayor of Yerevan remaining in office after ALL THIS? This is the kind of thing which fosters utter hopelessness amongst people. This is pathetic. Serzh is likely too big a target but perhaps society could concentrate their pressure on an elected mayor and getting rid of the current one..

   Paul, my understanding is that under the amended Constitution the Mayor will have to be elected sometime in the near future (actually, it was said in some circles, this year). However, I think the process has not yet been announced i.e. whether the Mayor will be elected by residents or by a City Council. Probably, for obvious reasons, it will be the latter because a) an election in a city the size of Yerevan in a country so small is going to be as problematic as national elections, and b) it will be easier to “determine” the outcome as well as avoiding the possibility of an elected official having close to the authority in terms of votes as a president. This last reason was why the idea of an elected Mayor has been resisted for so long — he or she would represent a real threat to the presidency. However, I think we can guess that a city council election is not going to change the situation by much, but I suppose it should theoretically be better than having a presidential appointee in the long term at least.
