American, British Embassy Warnings

On the day of president-elect Serge Sargsyan’s inauguration, the U.S. and British Embassies in Yerevan have issued warnings to their citizens resident or visiting the country. In particular, protests are expected this afternoon and possibly in the evening in the city center.

The government of Armenia is inaugurating a new president on Wednesday, April 9, at 2 in the afternoon. Large crowds are expected in the downtown area in connection with the official events, which will include a military procession through Freedom Square and evening festivities at Republic Square. Although we have no specific information, it is possible that protests may occur.

We wish to remind American citizens that even demonstrations intended to be peaceful can turn confrontational and possibly escalate into violence. American citizens are therefore urged to avoid any areas of demonstrations if possible, and to exercise caution if within the vicinity of any demonstrations. American citizens should stay current with media coverage of local events and be aware of their surroundings at all times. […]

The inauguration of the new Armenian President will take place at the National Opera and Ballet Theatre on Freedom/Opera square on 9 April from 1pm onwards. It is reported there will be a military parade in Freedom/Opera square after the ceremony, and a concert in the evening on Republic Square.

In the context of the current period of heightened political tension, it is possible that there may be demonstrations around these events. There are reports of a plan to lay flowers at the Myasnikyan monument on Grigor Lusavorich St, nominally at 2pm. There are likely to be restrictions on traffic and pedestrian access around the Freedom/Opera square area over the day. Avoid the area of known demonstrations and other locations where demonstrations may take place. If it is necessary to be in the vicinity of a demonstration, we urge you to exercise vigilance and caution at all times. Demonstrations can attract large numbers, and even if intended to be peaceful can turn confrontational.
