I've attempted to provide my own translation too, it's here with some further comments. Here's the main text:

It is forbidden for the mass media to disseminate obviously false information on state and internal political matters, or disseminate information which might distabilize the situation. It is also forbidden to disseminate inormation and announcements/calls for participation about gatherings and events that are being implemented without due permission (illegally), as well as publication and dissemination of such information in any other form.

Itar-tass says that the decree enters into force from friday. I guess the decree says the same, but it's just in armenian. do you know if there is an official translation somewhere? All I have is from regnum.ru

“It is prohibited to provide the media with deliberately wrong and destabilizing information regarding state and internal political issues, incite participation in illegal events, publish and disseminate such information and agitation by any means and in any ways.” The decree is coming into effect on March 14 2008.

Ok, it appears as though the block has been removed by ArmenTel as I can access YouTube from home with no problems.

However, at an office using a connection provided by ADC, there appears to still be a block.

Hopefully they're just a little slow in allowing access again.

Hmmm, maybe I spoke too soon. It worked yesterday, but today it's back to how it was. Not accessible and timing out. I'm on a fast connection and will check again tonight from home.

Disappointing.
