		<description>I would assum- yes, the same way as it would refer to the residents of regions, as if when they come to Yerevan and break the rules of SoE... it's the same - both foreigners and non-Yerevan residents can violate the rules of SoE...</description>

		<description>the problem is not translation Onnik. It is the state of law (bizantine, asian, russian or call it as you wish). The law is applicable to you, if you write against authorities. It may  grant  you broad freedom if you are with them.</description>

An information blackout will soon be upon us, I fear. Most media outlets are already operating under the new regulations or have been cut off. 

That leaves blogs and I suppose turning attention to them is only a matter of days. It's not quite martial law, but this state of emergency is also something quite serious. Let's see.</description>
