   guess, I need to elaborate on this thought. I find it very curious that french president was so quick with congratulations, before any official announcement of monitoring groups. This only can mean that Paris is happy with the result. Although, it was several times mentioned here, that LTP seems more suitable candidate for the west than SS, it appears that France may not be interested in direct negotiations of Armenian authorities with Turkey and solution of our enmity . After all they use armenian card against accession of Turkey to EU, and France is the strongest opponent of the idea. So Serj, who will be basically continuing RK’s foreign policy fits not only Russians, but French.
   AB seem to have/had an especially cordial relations with France. I dont know if it is just personal francophobia, diplomatic relation or involves special services, but it been emphasized in the past. So his refusal to form a united opposition can be a plot.

   France loves Levon too. Indeed, in the summer of 2003 at a French Embassy event, senior guys from their Foreign Ministry said they preferred the idea of Ter-Petrossian returning rather than Baghdasarian being the next president as was rumored at the time.

   As for the congratulations, the OSCE/ODIHR had released their report much earlier. Moreover, one of the key people observing the election was Marie Anne Isler Béguin from France who headed the delegation of the European Parliament.

   I’m sure you informed both her Embassy and the government which she represents as well. Back to Baghdasarian, it is noteworthy that the OSCE criticized Ter-Petrossian for doing what you do. That is, attacking Baghdasarian who has as much right to participate in these elections as anybody else.

   A plot by Baghdasarian? Is that the same as accusing Ter-Petrossian of working for the Turks, Azeris etc? This is where Ter-Petrossian’s team loses credibility in the eyes of most people and ultimately gets very few people interested in whether he returns to power or not.

   It was a mere speculation as whether Sarkoji should have congratulated Serj before Putin. But it remains clear to me that western observers would find much more irregularities in Armenian current elections and previous referendum in case the result did not bode well with them. As for who should have supported whom I think there are several arguments in favor of LTP:
   1. Why would an ex bother to come out of seclusion if not for comeback? Do AB believe that if LTP merely declared his support for him, the popular resonance would be the same, or that he could offer to ex the post of ummm..what? foreign minister?
   2. Should not he admit after last parlamentary elections that his support base is not enough to make it even to the parlament, let alone presidency?
   3. Should not he take into account his age and good looks and work for the comeback in politics as a secondary with prospects? Now I think he completely buried his future as politician, unless he is getting payed somehow for his behaviour. LTP loosing this elections severely damages his reputations but still goes down the history as a 1st president. AB will be hardly remembered.
   Anyway, this is just analysis of situation that doesnt matter anymore.

   And by the way, I favored LTP, but I can not say I was a die hard supporter as I was the first time around. And I can congratulate SS with the victory. At least we got a patriot president. Not as intelligent as the 1st one or sly as the 2nd, but he has his own merits. Hopefully campaigning for “elect” position and responsibility will make him more mature to stop attending casinos and being payed for his losses there by criminal tugs.
