E-Channel has more on this story, including the actual video interview with Oskanian:

Armenian foreign minister Vardan Oskanyan has responded on Shant Television Company to the questions about the so-called “option of Meghri,” published in Haykakan Zhamanak daily.

During the gathering on February 9, first president, presidential candidate Levon Ter-Petrossian has blamed also Vardan Oskanyan for agreeing to the option of replacing Meghri with Nagorno-Karabakh.

[...]

The foreign minister has announced that no document about Meghri has ever been officially presented. “Whatever Levon Ter-Petrossian is talking about has happened in a form of conversations. However, it has been turned down in such a way that nobody at all has dared to cover it since 2000. But it has not been an offer by the co-chairmen of the Minsk group – it has been an oblique suggestion. I, personally, as a negotiator, have not negotiated around that document. That document has not been discussed during official negotiations,” Vardan Oskanyan has informed on the live air.

Oskanyan has also talked about the Karabakh issue regulation package option, presented officially in 1997, saying, “I could bring that document and demonstrate to you that there was a clear line there, stating that Karabakh would stay in Azerbaijan, as an autonomy. Yes, it will have an anthem, a flag. However, it will have Azerbaijani passports; people will have to vote at the Azerbaijani elections, and numerous other Azerbaijan-related data. But I do not do it – it will be immoral because that document has no signature underneath; that document has not been adopted by Levon Ter-Petrossian; Levon Ter-Petrossian (I am being fair in my assessments) has not presented that document to the judgment of people.”
